Piracy is not a good example but I think 2K is also ripping us.

You don't need a cheat device to download games. Just a blank DVD+R, DVD Decrypter and your CD Drive needs to be able to burn DVD's.

Firstly, make sure that your PlayStation 2 is modified(can play fake games).
Download all the RAR's in the link above. You don't need to download the .nfo file.
Put them all in one folder and extract it somewhere.
An NBA 2K10 ISO should come up.
Open the .iso file with DVD Decrypter. Put in your blank DVD. Burn.

Easy as that.
